My mid-size MPO is interested in upgrading its regional travel demand model from a 3 step to a 4 step to include mode choice. I would love some advice on how to proceed in developing a transit route layer using TransCAD.

1)  is starting with building routes for one community easier and then add on others, or is it better to create the whole regional network of bus routes?
