Why do we keep building roads people can drive 80 miles an hour on in places we don't want them going faster than 35????
Build the roads for the behaviors you want.
@Moira yes but in urban areas, emergency services make up less than 1% of all traffic demand...and the vast majority of that less than 1% is in response to traffic violence.
so there's a chicken & egg thing going on.
