Sorry to get all strongtowns, but we never seem to learn that we should define a proper vision, invest in the fundamentals, and then get out of the way.
Both of these dumb things will crowd out any hope of development that actually would address what the region needs (a big inner-ring high-rises city that’s cheaper and dorkier than dc)

@bikepedantic Setting aside the terrible economics of taxpayer funds for stadiums, after starting in MD and moving to DC in 1997, seems fitting for both teams to finish the trifecta.
