FHWA just released an update to its 1988 (!) guidance on resurfacing, restoration, and rehabilitation (RRR) projects on the National Highway System.

There’s plenty of cash in transpo to fund street safety, if we just made some hard choices. Don’t let leaders off the hook.
The ultimate answer to the charge that “it’s just for generating cash” is to give it all back to people who are good drivers, and people victimized by bad drivers.
