One might also charge that this the very high built-structure opportunity cost of taking space away from cars. Which is fair.
But bikeways belong alongside transit routes, because transit and communities grow together, and that's a natural place to install bikeways. Where there's no practical space to directly connect, why aren't we talking about putting decks atop these ROWs? Is there some sort of cash shortage in US transportation?
Lookit. It's just vaporware, and there are real usability issues...

Thoughts after a short, great visit to Richmond:
1) really neat city unless you don’t like eating tasty food and drinking good beer;
2) quality historic architecture, including a strong front-porch game across multiple #RVA neighborhoods;
3) if only the city fathers had not elected to ram multiple highways through the place (aka the generic American urban lament);
4) the drive home was dreadful and left me wishing for more than three trains a day between D.C. and Main Street Station.

To be clear, installing a sidewalk here would be millions of dollars in regrading and building a massive retaining wall. Many old-growth trees lost.
I think of that as the opportunity cost of not doing what I think we should do: Reduce Alewife Brook Parkway to three lanes here.
Sure enough, here’s someone voting with their feet for a sidewalk on the Somerville side of the Alewife Brook Parkway. Quite a failure that there isn’t one.
